Global Payments Inc., a world leader in electronic transaction processing services, announced on June 13 that its Prague, Czech Republic-based wholly - owned subsidiary, Global Payments Europe, s.r.o. has reached a multi-year agreement to provide a complete outsourcing solution for payment card processing services to STARBANK (formerly Noyabrski Gorodskoi Bank (NGB)). The scope of the agreement encompasses authorization services, card management services, bank card personalization data preparation, fraud monitoring, ATM and POS management, e-Commerce, as well as (SMS) account alerting services.

Global Payments Europe will also provide technological oversight, which will enable STARBANK to more easily expand its services throughout the Russian Federation in the near future. STARBANK plans to begin issuing credit cards in the summer of 2007.
